The client seeks an expert Senior ISSO to oversee (and actively participate in) the day-to-day security and compliance requirements of complex information system operating environments. A successful Senior ISSO will lead the establishment, implementation and/or enhancement of Information Systems Security and Compliance efforts based on State/Agency Policy/Standards and Regulatory Guidance such as FISMA, NIST, CMS MARS-E, HIPAA, etc.)The Senior Information System Security Officer (ISSO) will be responsible for leading Information Security, Risk and Compliance activities in support of new and ongoing Information Assurance (IA) efforts for the client. The Senior ISSO will direct the establishment, implementation and/or enhancement of Information Systems Security and Compliance efforts based on Federal, State and Agency Policy/Standards, in accordance with Regulatory Guidance such as FISMA, NIST, CMS MARS-E, HIPAA, etc.) under the client*s direction. The Senior ISSO must be a strong oral and written communicator, eager to interact with the client*s staff, multiple business units, stakeholders and vendors.The ideal Senior ISSO will be a motivated, results-oriented professional, whose contributions can be made with little to no supervision. Candidates who enjoy working on complex, change-oriented projects with motivated team members will find this position attractive.Job Description: The Senior ISSO will report to the Director of client and operate as an experienced IA consultant to leadership, business units, business partners and vendors.Security Program Experience:Leadership experience with CMS MARS-E or other FISMA Risk Management Framework (RMF) compliant programs is strongly desired and will be given the highest weight. Experience should include well documented success in the development and maintenance of System Security Plans, Privacy Impact Assessments, Interconnection Security Agreements, Computer Matching Agreements, and related interviews and audit/assessment activities to complete and verify these and other RMF/Assessment and Authorization (A&A) tasks and artifacts.Experience with development and integration of RMF/A&A tasks and artifacts in RMF type roles such as; Information System Security Officer, Information Security Architect, Security Control Assessor, etc into the System Development Life Cycle (SDLC) is ideal.Experience in security as related to Cloud services and vendor management is considered desirable for this position.Technical Knowledge:Hands on experience with any or all of the following technologies would be considered a desirable for this position:* RSA Archer* Enterprise NoSQL Database* IBM System 390/zSeries* Linux and Windows servers* Network Firewalls, Intrusion Prevention Systems (IPS) , Switching and Routing Infrastructure* Security Information and Event Management (SIEM) solutions* Identity and Access Management (IAM) solutionsGeneral Duties and Responsibilities:1. Perform detailed architectural reviews and risk analysis of security related requests in order to make sound decision making recommendations, such as:a. Network Design and Information Flowb. System and Data Access Modelsc. Review Firewall Rule Requests (Ports, Protocols and Services)d. Baseline Configuration Management Deviation Requestse. Vulnerability Management2. Champion the design, development, implementation and/or ongoing maturation of the client*s security and compliance efforts.3. Audit and Assess internal agency systems as well as business partner/service provider information system security controls.4. Utilize Microsoft Office software suite, System Center Service Manager (Ticketing system), RSA Archer eGRC system, Bizagi, Atlassian and other products to document and report on information gathered during Audit and Assessment activities or other OIA efforts.5. Perform security and compliance reviews of Contracts, Business Associate Agreements, Data Usage/Sharing Agreements and other type documents and artifacts. 6. Serve as primary point of contact for third-party audits and/or assessments of agency and business partner systems7. Collaborate with agency leadership, business partners and other parties/stakeholders to provide recommendations for security and compliance risk mitigation efforts.Required Skills :Technical Certifications (4 Years) Federal Information Security Management Act (FISMA) (4 Years) HIPAA Security (4 Years) Experience with UNIX, Windows, Linux, MacOS, Cisco, Juniper, web apps, databases, strong authentication, operating systems and network security protocols and procedures.
